Haryana Chief Secretary, Mrs. Keshni Anand Arora Said That As Per The Directions Of Chief Minister, Mr. Manohar Lal The Number Of The Mobile OPDs Should Be Increased And The Intimation Of The Visit Of These Mobile OPDs Should Be Given In Advance ....

  • Chandigarh – Haryana Chief Secretary, Mrs. Keshni Anand Arora said that as per the directions of Chief Minister, Mr. Manohar Lal the number of the mobile OPDs should be increased and the intimation of the visit of these mobile OPDs should be given in advance to every district, block, and villages so that maximum number of people can avail the services of these OPDs.
  •           She further directed to link the telemedicine and mobile OPDs with the COVID helplines so that the non-COVID patients can also get all the necessary medical consultation. Apart from this, it should be ensured that the private clinics are also opened so that the people suffering from regular ailments do not have to run from pillar to post. 
  •           The Chief Secretary gave these directions while presiding over the meeting of the Crisis Coordination Committee with the nodal officers appointed for COVID-19, through video conferencing here today.
  •           Speaking over the implementation of protocols regarding disposal of masks issued by the Union Health Ministry, the Chief Secretary directed Deputy Commissioners to ensure that the protocols are strictly adhered to so that the risk of getting the infection is not increased. She directed that an advisory for wearing the masks should be widely circulated in all districts so that everyone should wear a mask.
  •           She directed that the Deputy Commissioners should ensure the involvement of self-help groups for making the reusable cloth masks which can then be further sold in the markets. She said that Deputy Commissioners should issue instructions regarding the daily washing of the cloth masks. She directed that everyone should be made extensively aware of washing the masks. She directed that wide publicity of publishing the protocol regarding the usage of PPE kits should be done.
  •           She directed that the manpower in the labs designated for COVID testing should be increased. She said that the officers should also keep a check on the disinfectant chambers. She said that the maximum use of thermal scanners should be ensured.
  •           The Chief Secretary directed that Panchayat, Urban local Bodies Department and the Deputy Commissioner should ensure that maximum download of Aarogya Setu app and analysis of the data should be properly ensured.
  •           She directed that the weekly roaster of grocery shops including their opening time and the time duration should be prepared so that it can be ensured that each shop is opened in a systematic manner. She further directed the officers of the concerned District Magistrate and Police Administration to review all the issues related to harvesting and procurement.
  •           While giving directions over the containment zone plan, the Chief Secretary asked every Deputy Commissioner to closely follow up the containment plan. She directed that planning of containment zone should be reviewed regularly so that the categorization of zones as per the red, green and orange should be done. She directed that if required, District Administration and Police should monitor the entry and exit of containment zones through CCTV. She directed that intensive testing in containment zones and slum areas should be done on a priority basis.  She directed that the protocol related to containment zones should be followed meticulously.
  •           She directed the Deputy Commissioners to explore possibilities of increasing the distribution of dry ration, instead of cooked food by volunteers, so as to reduce the human effort wherever feasible.  She said that as unit committee app has been launched, therefore district level and block level committees should be involved in the distribution of food and ration.
  •           Meanwhile, during the meeting, Additional Chief Secretary Health and Family Welfare, Mr. Rajeev Arora shared that the facility of telemedicine is already linked to the helpline numbers 1075 and 8558893911 and whenever a caller calls, he is given three options, out of these options, if a caller requests for medical help, then he is directly connected to the concerned medical specialist. He shared that on this helpline; special assistance for people suffering from mental illness is being provided and is widely publicized.
  •           He further shared that on this helpline; presently around 415 services including services of Ayush doctors has been made available. He informed that mobile health teams in all the districts have been deployed and soon around 500 mobile health teams will be constituted to cover every block, village, and district.  He shared that the mobile teams have been directed to conduct on the spot testing of those having any symptoms of COVID-19. He shared that further, these samples are beings sent to both private and government labs for the final report. He shared that right now, 979 doctors, including 489 Ayush doctors have been empanelled for providing medical assistance.
  •           In the meeting, Additional Chief Secretary, Finance Department, Mr T.V.S.N. Prasad shared that to avoid overcrowding in the banks, banks have been asked to make a three-phase plan, in which a mechanism should be prepared under which a volunteer or a bank representative will be deployed  outside the banks to avoid an overcrowding inside the bank premises.  He shared that the bank officials have been asked to start a mobile SMS service to fix the bank appointment so that only those who will get the appointment should visit the bank. He said that the Deputy Commissioner should ensure marking outside the banks is in a systematic manner and the entry of the visitors in the bank should be done in a restricted and time-bound manner.
